Section 1 – Standing Rules

1.1    Permanent Rules:  All rules of a permanent nature, which are passed by the UW-Marathon County Association of Non-Traditional Students (A.N.T.S.), will be known collectively as the “By-Laws” of A.N.T.S.

1.2     Publication:  Rules, which are in force, will be available for inspection with one copy in the Non-Traditional Advisors office.  In addition, officers, upon taking office, will be provided with the most current copy of the Constitution and the latest printed edition of the By-Laws.

1.3    Revision:  The President or Vice-President will keep the standing rules current at all times, deleting provisions which have been repealed, and inserting new provisions when added in appropriate sections.

 

Section 2 – Rules of Conduct

2.1    Ethical Code of Conduct:  No officer or member of A.N.T.S. will perform any act that would result in the degradation of the A.N.T.S. or it’s members.

2.2    Meeting Conduct: Improper conduct at A.N.T.S. meetings will be governed by using parliamentary actions as outlined in the most current edition of Robert’s Rules of Order.

 

Section 3 – Members

            3.1 The Duties and Powers of the A.N.T.S. membership shall be:

A. Initiate and approve ways of appropriating and raising funds;

B. Investigate matters pertaining to the planning, supervising, and assist in coordination of activities and services that would be instrumental to the success of ALL students;

C. Appoint replacements when vacancies occur in elected positions, except as specified in the Constitution.

D. Remove A.N.T.S. members by a majority vote of the A.N.T.S. membership present at next scheduled, posted, business meeting.

E. In the case of removal of A.N.T.S. members, the President must give the member in question 3 days advanced notice of the meeting at which his/her case will be discussed.

 

Section 4 – Executive Officers

4.1    Duties and Powers of the President shall be:

A. Be the official representative of the A.N.T.S. in all matters affecting it’s life, services and interests;

B. Call and preside over all regular and special sessions of the A.N.T.S.

C. Nominate, then, after membership majority approval, appoint all A.N.T.S. committees, task forces, and other appointments;

D. Present a verbal report at each regular meeting of the A.N.T.S. concerning his/her conduct as President since the previous meeting.

E. Have the power to delegate specific duties to any A.N.T.S. member or committee which are not otherwise delegated by this document.

F.  Work with the Vice-President to maintain the current Constitution and By-Laws of A.N.T.S.

G. Have all powers not delegated by this document to carry out the provisions of the Constitution.

H. Modify and update web site with most current information regarding A.N.T.S.

I.     Be available to speak or have the power to appoint other members to speak to incoming new students, at orientations, open houses, registration days, freshman seminar classes, etc. about A.N.T.S.

 

4.2    Duties and Powers of the Vice-President shall be:

A. In the event of the inability or absence of the President, fulfill the duties of that office;

B. In the event of vacancy in the President office, assume the office, subject to Advisor(s) approval;

C. Aid and assist the President in fulfilling the duties of that office;

D. Be responsible for organizing any honorees, memorials, and get-well wishes suggested by the A.N.T.S.

E. Serve as liaison to other clubs and organizations on campus;

F.  Work with Public Relations Coordinator to notify all A.N.T.S. members by e-mail, in writing and with posters throughout campus of meeting times and places at least four school days prior to each A.N.T.S. meeting.

G. Work with the President to maintain the current Constitution and By-Laws of A.N.T.S

H. Aid and assist President by being available to speak to incoming new students, at orientations, open houses, registration days, freshman seminar classes, etc. about A.N.T.S.


 

4.3    Duties and Powers of the Treasurer shall be:

A.    Maintain an up-to-date record of A.N.T.S. finances concerning expenses and receipts;

B.    Maintain a permanent, finalized record of A.N.T.S. income and expenditures as soon as the figures become available;

C.   Submit a report on the financial condition of the A.N.T.S. at each regular business meeting.

D.   Handle all A.N.T.S. correspondence, as delegated by the President or Vice-President.

E.    Have available the minutes of the previous A.N.T.S. meeting to all members at least 48 hours prior to the next meeting.

F.    Distribute tentative agenda for A.N.T.S. meeting at least two school days prior to the next A.N.T.S. meeting.

G.      Aid and assist President by being available to speak to incoming new students, at orientations, open houses, registration days, freshman seminar classes, etc. about A.N.T.S.

 

4.4    Duties and Powers of the Public Relations Coordinator:

A. Create posters, press releases and other notices of meeting times, and all other A.N.T.S. activities.

B. Contact Weekly Marathon and campus newspaper to publish notices of all upcoming meetings and activities of A.N.T.S.

C. Contact Student Services front desk to request meeting and activity information is posted on hallway monitors.

D. Work together with Vice President to post meeting notices throughout campus to announce A.N.T.S. activities and meetings.

E. Keep the minutes of all A.N.T.S. meetings

F.  Formalize the above minutes and make them available to all members.

G. Aid and assist President by being available to speak to incoming new students, at orientations, open houses, registration days, freshman seminar classes, etc. about A.N.T.S.

 

Section 5 – Meetings

5.1     Quorum:  All students present at a business meeting will constitute a quorum.  The majority vote shall be established by one vote over half of all members voting on each motion.

5.2     Voting:  If a motion & second for paper ballot voting is made, it shall be done.

5.3     Minutes:  The minutes shall identify both the maker and the person who seconds each motion.  The results of all votes of the A.N.T.S. shall be recorded in the minutes.

 


Section 6 – Committees

            6.1 Duties and Powers of Committee Chairpersons shall be:

A. Be responsible for publicizing the committee’s activities at least four days in advance of the activity.

B. Inform the Treasurer of the amount of any financial transactions made by a committee and nature of the transaction within three days.

C. Be responsible for making reports of A.N.T.S. meetings on actions taken by their committee since the last regular meeting of the A.N.T.S.

            6.2 Notification:

                 Committees must give members at least four school days notice of meetings, including date, time, place, and agenda.

            6.3 Quorum:  A quorum for a committee meeting is defined as having a majority of its members present.  A quorum is required before committee action may be taken.

            6.4 Temporary Committees:  The A.N.T.S. may establish a temporary committee to serve a certain function or act on a directive from A.N.T.S.  A temporary committee may be abolished by a majority vote of the A.N.T.S.

            6.5  Standing Committees:  The A.N.T.S. reserves the power to establish Standing Committees.
