Meeting is called to order:    You're here from multiple agencies to help advise the President on the specific approach the US should take   to help cope with  AIDS in Africa.  What are the concerns?  The key issues?  Alternatives?  By the end of this session,  I want  recommendations to take to the President.  

 Before you begin, I want to make it very clear that the President changed his policy in 2003.    And  since the war with Iraq in 2003, he has been willing to  support Senator Hyde's ABC program (abstinence, being faithful, condoms).  The right wing wants more attention on the first two.   

The main thrust of this Administration has been and will be to cut taxes.   So keep that in mind.  He still prefers to utilize free market options  that rely on the private sector; he's proposed privatizing health services in Africa.  Don't tell him to promote socialized medicine in Africa under their respective governments.
