Meeting is called to order:    You're here from multiple agencies to help advise the President on the approach the US should take   to help cope with  AIDS in Africa.  What are the concerns?  The key issues?  Alternatives?  By the end of this session,  I want  recommendations to take to the President.  

 Before you begin, I want to make it very clear that the President prefers to utilize free market options  that rely on the private sector.  The main thrust of this Administration has been and will be to cut taxes, and expenditures. 

 President Bush will not be in favor of massive funding to set up socialized medicine abroad.  And the President is firm in opposing abortion policies abroad.  We will not provide funding to any agency, governmental or private, that provides advice, counseling, or the practice of abortion.  That rule will eliminate support of a good many family planning and health-administration agencies.    So keep that in mind.
